Punjab Congress MPs urge National Commission for Scheduled Castes to probe action against Dalit sanitation workers in Barnala

New Delhi, July 28, 2026: A delegation of Punjab Congress Members of Parliament on Tuesday submitted a memorandum to the National Commission for Scheduled Castes (NCSC), seeking an independent probe into the alleged police excesses against Dalit sanitation workers during a protest in Barnala.
The memorandum, addressed to NCSC Chairman Kishor Makwana, alleged that sanitation workers belonging to the Scheduled Caste community were subjected to a police baton charge while peacefully protesting over their demands.
The MPs urged the Commission to intervene and ensure justice for the affected workers.
The Congress delegation comprised Punjab Congress president and Ludhiana MP Amarinder Singh Raja Warring, Dr Amar Singh, Dr Dharamvir Gandhi, and Gurjeet Singh Aujla.
The MPs claimed that instead of addressing the grievances of the protesting workers, the district administration and police used excessive force, leaving several sanitation workers injured. They demanded an impartial inquiry and legal action against those responsible.
The memorandum also requested the NCSC to seek a report from the Punjab Government and the Barnala district administration, monitor the investigation, and recommend measures to safeguard the constitutional rights, dignity and safety of Scheduled Caste workers.
Addressing reporters after meeting the Commission, Raja Warring held Chief Minister Bhagwant Mann responsible for the incident, stating that the Chief Minister also heads the Home Department, under which the Punjab Police functions.
Warring described the sanitation workers as "Rabb de Bandey" (children of God) and said they play a vital role in maintaining cleanliness across the state. He alleged that the government failed to address their concerns and instead resorted to police action.
The Punjab Congress chief also announced that the party would move the Punjab and Haryana High Court seeking action against the police personnel involved and justice for the injured sanitation workers.
