Court Issues Notice to CBI on Plea Seeking Contempt Action Against Probe Team

Chandigarh, October 7, 2026: Punjab Chief Minister Bhagwant Mann’s Officer on Special Duty (OSD) Rajbir Singh Ghuman has approached the CBI Special Court in Chandigarh, seeking contempt of court proceedings against the team probing the case registered against him and others.
The court has issued notice to the Central Bureau of Investigation (CBI) on Ghuman’s application.
In his plea, Ghuman alleged that the CBI had earlier sought an exemption from uploading the First Information Report (FIR) in the case, citing the sensitive nature of the matter. The CBI Court had allowed the agency’s request.
Appearing for Ghuman, advocate Ferry Sofat submitted that despite the court’s order exempting the FIR from being uploaded, the document was subsequently made available to the media and the public.
Sofat alleged that making the FIR public was intended to tarnish Ghuman’s image and argued that the circumstances amounted to contempt of the court’s order.
The plea seeks production of the official record relating to the sequence of events through which the FIR came into the public domain and initiation of contempt proceedings against the members of the probe team and others responsible for the alleged violation.
The court has sought the CBI’s response to Ghuman’s application. Further proceedings are expected after the agency files its reply.
The development comes amid the circulation of a 251-page FIR in the case, which contains allegations relating to transfers and postings, government tenders, land-related matters and other issues. The allegations are yet to be established in court.
