Rachel Bendayan replaces Marc Miller as Immigration Minister, Who is Canada’s new immigration minister?

Ottawa (Canada), March 15, 2025 – In a significant political shake-up, newly sworn-in Prime Minister Mark Carney has made a bold move by removing Marc Miller from his role as Immigration Minister.
In his place, Rachel Bendayan, a rising star in the Liberal Party, takes over the crucial portfolio at Immigration, Refugees, and Citizenship Canada (IRCC).Bendayan’s appointment signals a strategic shift as the government navigates growing public dissatisfaction with immigration policies.
A former Minister of Official Languages and Associate Minister of Public Safety, she brings a wealth of political and legal expertise to her new role.
Elected in 2019 as the first Canadian of Moroccan descent to serve in federal government, Bendayan has consistently broken barriers.
With her background in law and international trade, experts predict she will bring a methodical, policy-driven approach to the IRCC while prioritizing French-language immigration pathways, a key issue for Quebec and francophone communities.
Bendayan has held multiple key positions in government, including roles as Parliamentary Secretary to the Deputy Prime Minister and Minister of Finance, as well as the Minister of Small Business, Export Promotion, and International Trade.
Born into a Moroccan-Jewish family in Quebec, Bendayan holds degrees in International Development and Law from McGill University.
Before entering politics, she built a successful legal career specializing in international trade and arbitration, while also lecturing at Université de Montréal’s Faculty of Law.As one of 11 female ministers in Carney’s cabinet, Bendayan now faces the challenge of steering Canada’s immigration policies through turbulent waters.
