AAP Govt Launches 'Punjab Road Cleanliness Mission' to Boost Urban Infrastructure Oversight

The Aam Aadmi Party-led Punjab Government has launched an ambitious initiative titled the ‘Punjab Road Cleanliness Mission’ aimed at revolutionizing the upkeep of urban road infrastructure by assigning direct responsibility to senior officers.
Announcing the initiative at Punjab Bhawan, Local Government Minister Dr. Ravjot Singh said the mission is a step toward accountability-based governance. “Under the leadership of Chief Minister Bhagwant Mann, we are moving from conventional departmental models to a field-driven accountability system,” he said.
As part of the initiative, Class-I officers—including Deputy Commissioners, Municipal Commissioners, ADCs, SDMs, and Executive Officers—will each be assigned a 10-km stretch of road. These officers will be responsible for the regular inspection and upkeep of their assigned segments, including maintenance, cleanliness, street lighting, signage, footpaths, and pothole repairs.
Dr. Ravjot Singh emphasized that roads are the arteries of any urban ecosystem, and their proper maintenance is crucial for efficient governance and economic activity.
To support effective implementation, the government will integrate real-time monitoring technology, including mobile applications with AI tools, visual reporting via cameras, and automated analytics. Walkie-talkies will also be provided for immediate coordination, and district-level WhatsApp groups will facilitate rapid issue escalation and resolution.
District administrations have been instructed to map assigned roads with GPS coordinates and plot them on Google Maps to enable GIS-based monitoring. Weekly progress reviews will be mandated at the district level to ensure continuous improvement.
“This initiative is not just about maintaining roads—it's about redefining administrative responsibility,” said Dr. Ravjot Singh. “Officers will no longer work solely from behind desks but will act as on-ground custodians of public infrastructure.”
The Minister said the program is expected to result in cleaner roads, more responsive governance, and improved public trust. He called on all officers to take ownership and become active participants in building a cleaner, more livable Punjab.
Instructions have been issued to all Deputy Commissioners and heads of municipal bodies to begin immediate compliance, with coordination through the CEO of Punjab Municipal Infrastructure Development Company (PMIDC).
