New Delhi, August 18, 2026: Former Delhi Minister and Aam Aadmi Party (AAP) leader Satyendar Jain and former Delhi Jal Board (DJB) CEO Udit Prakash Rai (IAS) are among six persons arrested by the Delhi Anti-Corruption Branch (ACB) in connection with an alleged corruption case involving the tendering process for sewage treatment plant (STP) projects of the Delhi Jal Board. The other four arrested have been identified as Ankit Srivastava, a former contractual consultant with the DJB, and private persons Nagendra Yadav, Raja Kumar Kurra and Pankaj Verma, according to the ACB.
The case was registered on May 11, 2024, on a complaint from the Delhi government's Directorate of Vigilance, alleging large-scale irregularities, manipulation of tender conditions and criminal conspiracy in the tendering process for the augmentation and upgradation of sewage treatment plants of the DJB.
The allegations relate to four STP tender packages awarded in 2022, when Jain was Delhi's Water Minister and Chairman of the DJB. The Enforcement Directorate had earlier filed a prosecution complaint against Jain and 13 others in connection with the alleged corruption and money-laundering aspects of the case. According to the ED's findings, the tender conditions were allegedly manipulated to make them restrictive to a particular technology, enabling Euroteck Environmental Pvt. Ltd. to emerge as the sole supplier of the technology. The ED had alleged illegal commissions/bribes of about ₹6.73 crore and estimated the total proceeds of crime at approximately ₹17.70 crore. These are allegations under investigation and are not findings of guilt. (Enforcement Directorate)
The FIR was registered under Sections 7, 7A, 9 and 13 of the Prevention of Corruption Act, 1988, as amended in 2018, along with Sections 420, 409, 418 and 120-B of the Indian Penal Code.
The arrests on Tuesday mark a significant development in the long-running investigation into alleged irregularities in the Delhi Jal Board's STP tendering process.
