CBI Raids Punjab CM’s Camp Office, 7 Other Locations in Corruption Case; OSD Rajbir Ghuman Among Six Named Accused

Chandigarh, October 6, 2026: The Central Bureau of Investigation (CBI) on Tuesday registered an FIR against six persons, including two public servants, middlemen and their associates, following directions of the Punjab and Haryana High Court and a report received from the Enforcement Directorate (ED).
The CBI also conducted coordinated searches at eight locations across Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur and Jalandhar in connection with the alleged corruption network.
According to the CBI press release, the case concerns allegations of corruption and manipulation of government functioning, allegedly involving the Officer on Special Duty (OSD) to the Punjab Chief Minister, Rajbir Ghuman, and his associates.
Allegations of influencing postings and government decisions
The CBI has alleged that the accused were involved in influencing and manipulating the postings of government officers, including IAS and IPS officers, as well as departmental proceedings.
The allegations also cover interference in several areas of government decision-making, including:
- Policy formulation
- Administrative approvals
- Tender conditions
- Licensing matters
- Land-use conversion
- Property disputes
- Revenue and land-related matters
The CBI has alleged that these activities were carried out in lieu of pecuniary benefits.
Draft government orders and policies allegedly shared in advance
A significant allegation mentioned in the CBI FIR relates to the alleged access to drafts of government orders and policies before their official issuance.
According to the agency, accused public servants allegedly accessed such drafts and provided them to private persons in advance.
The CBI is investigating whether such access and sharing of confidential government material was used to facilitate private interests or obtain financial benefits.
Eight locations searched
Following registration of the FIR, the CBI carried out extensive and coordinated searches at eight premises connected with the accused persons.
The locations covered, according to the CBI, are spread across:
Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur and Jalandhar.
The searches included the Punjab Chief Minister’s Camp Office and premises connected with the accused. Among the locations is also the residence of Rajbir Ghuman in village Gharachon in Sangrur, according to the details available in connection with the searches.
Who has been booked?
The CBI press release names the following six persons:
- Rajbir Ghuman – Officer on Special Duty (OSD) to the Punjab Chief Minister
- Nitin Gohal
- Jitin Gohal alias Raja
- Romi Raja Mahajan
- Bir Devinder
- R.S. Nagra
The CBI has also mentioned unknown public servant(s) and private person(s) in the case.
The agency has described the accused as comprising public servants, middlemen and associates.
Electronic devices and documents seized
During the searches, the CBI said it seized laptops, mobile phones and documents which it considers potentially incriminating.
The seized material is now being scrutinised by investigators for evidence relating to alleged bribery, corruption and impropriety.
The agency has not, in its press release, disclosed the specific contents of the seized electronic devices or documents.
Case follows High Court directions and ED report
The CBI said the FIR was registered pursuant to the orders of the Punjab and Haryana High Court and after receiving a report from the Enforcement Directorate (ED).
The investigation is now being carried forward by the CBI.
The agency has stated that further investigation is in progress.
CBI’s anti-corruption stand
Concluding its statement, the CBI said it remains committed to combating corruption and bringing those allegedly involved in bribery to justice.
It is important to note that the allegations are under investigation and the registration of an FIR or the conduct of searches does not by itself establish guilt. The allegations will have to be established through the investigation and subsequent legal proceedings.
