  Governor calls for genuinely federal structure in the country; states referred to the level of beggars, lauds historic verdict of elections, Opposed NCTC
  Chandigarh, March 20(BB)-The Governor called for setting up a genuinely federal structure in the country. He observed that Strong States mean strong Nation.He said that it is unfortunate that there has been a progressive erosion of powers given to the States in the Constitution, reducing them to mere beggars at the doors of the Center. Addressing the inaugural session of the 14th Punjab Vidhan Sabha on Wednesday morning , the Governor said that the states are directly accountable to the people for all their needs of development and better quality of life. And the state governments are in the best position to understand and address the problems of the people at the cutting edge. Calling for a complete recasting of center state relations, the Governor demanded at least 50% share for States governments in taxes collected from the States. “ The Governor also opposed the decision of the Government of India to set up a National Counter Terrorism Center, with over-riding powers given to central agencies. “This decision is a violation of the federal principle and will further weaken the states. In addition, it will also create unnecessary complications, hampering smooth relations between the center and the states.”He demanded an immediate review ofthis decision. The Governor also called for the inclusion into Punjab of Chandigarh and other Punjabi speaking areas kept out of the state. He said that the river waters issue should be setlted as per the Nationally and Internationally accepted Riparian principle.The governor also called for exmaplary punishment to the guilty of 1984 massacre of innocent Sikhs in Delhi and some parts of the country, and comprehensive relief to the victims which has not been forthcoming liberally even after nearly three decades of the tragedy. The governor spoke at length about what he described as “historic mandate of the people during the assembly elections” and said, “It was a verdict which was truly a forceful mandate for peace,communal harmony, development and constructive politics.” This mandate scripted a new history in Punjab and sent a new signal: “Perform or perish.” He said that the that ‘people’s decision to repeat the SAD-BJP government for a second successive term has to be seen in the context of political history of the region for nearly half a century.The governor also had a jibe at ‘media experts and pollsters, and said, “the Shiromani Akali Dal and the Bhartiya Janata Party(SAD-BJP), has bucked the traditional anti-incumbency trend and created history defying the severest odds as well as doomsday predictions, opinion and exit polls, assessments of almost all political pundits and media experts, and this makes this victory all the more remarkable and meaningful.” The Governor had a special word for Chief Minister Parkash Singh Badal, “the man who has often been described by my predecessors as a visionary and a “Saint Statesman”,” and said that the mandate is an inspiring stamp of approval of his vision by the true masters of the state - the people. The mandate “carries a special message for future”, “Performance, not politicking, is the new mantra. Negative politics, nit-picking and opposition merely for the sake of opposition has been rejected.” The governeor referred to “a most unenviable legacy of 2007 which his govt had received from its predecessors. “The situation in the state did not inspire much confidence when my Government took over for its previous tenure on February 12, 2007. Economy had suffered serious imbalances resulting in stagnation and even depression. Nothing had been done in the five years preceding 2007 to boost revenues and rationalize government spending. The Debt to GSDP ratio was mounting. The specter of unemployment loomed large and no meaningful and effective measures had been initiated or even planned to fight this menace. No steps had been taken to boost the critical power generation. Even work on the country’s largest Oil Refinery at Bathinda had been stalled for considerations other than the progress of the state.” “For my Government, February, 2007 was truly like the first chapter of Genesis. Everything had to be built afresh.” and it needed a “Hurculean effort” to pull the state out of dark tunnel into “sunshine zone” He remarked that there had been, between 2007-12, a definite turn-around in the economy of the state, with state’s own revenues going up from Rs 8989 crore annually in 2005-06 to Rs. 16828 crore in 2011-12 & is estimated to touch Rs. 20408 Cr in the 2011-12 Budget.” The State jumped up from a poor ranking of 14 to a creditable number 3 in the National Educational Development index .Similarly, the Health infrastructure in Punjab was rated as “excellent” by the Central Review Mission of the Union Ministry of Health. He said that employment generation had been given top priority.“ More than 1, 20,000(one lakh twenty thousands) youth were given government jobs and many more adjusted elsewhere.” In addition to this, there was an unprecedented drive to regularize employees who had been working on contract or as daily wage earners. Some of these employees had been working in this capacity for more than 20 years. The governor referred to critics who had been talking bankruptsy and economic mess, and said that the efforts of his government had “falsified the prophecies of doom made by certain quarters who were guided either by blind political ambition or by a lack of a sound economic vision.” The turnaround translated into a virtual flurry of development activity in the state. Independent observers noted with a mixture of amazement and admiration that the development bar in the state had been raised to heights not even dreamt of by any government earlier.
  Other Highlights: *The speed, the sheer vigour and the magnitude of the development initiative saw every village; town and city of the state undergo a virtual transformation, with a massive network of infrastructure development projects. *A major area of concern has been a fall in productive investment in the state over the past decades. A variety of factors is responsible for this. Long period of militancy-related turmoil and industrial concessions given to Punjab’s neighbouring states are among the chief reasons for this. * But on its part, my Government is determined to reverse this trend. We have several things going our way in this. Punjab has the best infrastructure in the country. It also has the most peaceful and Healthy industrial and business climate in the country. The power sector in the state is undergoing a dramatic transformation. * With all this, we need to show case and market the state in a big way. For this, my Government has set up a separate department. This will be called the Department of Investment Promotion, and will be Headed by a minister. The concerned Administrative Secretary will have Headquarters in New Delhi and the minister in charge will devote considerable time in the national capital to interact with various departments of the Government of India, as also potential investors and business houses. *Punjab, as we all know, is predominantly an agricultural state. But pressure on the limited natural resources, land and water, and the ever increasing demand for food means that we are now faced with a situation in which even the most advanced scientific research can produce only a certain amount of increase in food production. *In addition, the farmers need to be given the full benefits of advanced food processing technologies. With this objective in view, my Government has set up a Department of Food Processing. An all out effort would be made to harness new technologies in this key area and integrate these with new efforts to fine-tune and expand agricultural marketing processes. * The power sector received a major shot in the arm with three Thermal Plants coming off the ground and reaching advanced stages of completion. These efforts have brought the state to the doorsteps of not just self-sufficiency in meeting its power requirements but of actually making Punjab a power surplus state, capable of selling power to other states and using the revenue thus raised to improve the quality of power to our own consumers, in domestic, commercial, industrial and agricultural sectors . * With such a broad thrust towards inclusive development, the alliance partners in my government went to the people on January 30 to seek a fresh mandate, asking them to assess its performance purely on merit. My Government made peace, communal harmony, development and good governance its sole positive agenda and sought a referendum on performance. * I feel proud to say that the wise and discerning people of Punjab responded to my Government’s call with and unprecedented and resounding mandate, forcefully endorsing its vision, policies,programmes and performance. * And, while this mandate will always be talked about as the first time ever that the people asked the same representatives to serve them in back-to-back tenures, equally crucial and historic is the vision for which it was delivered. *Badal Govt. to set up separate depts. of Governance Reforms and Investment Promotion
