Himachal Assembly passes State Universities Amendment Bill 2026 amid BJP opposition

Shimla (Himachal Pradesh), September 2, 2026: The Himachal Pradesh Assembly on Wednesday passed the Himachal Pradesh State Universities Amendment Bill, 2026 by voice vote, paving the way for major changes in the recruitment and financial management system of state universities.
The Bill was passed despite opposition from the Bharatiya Janata Party (BJP), which questioned the government’s intent and provisions.
Under the amended framework, state universities will retain the authority to make direct appointments only to the posts of Professor and Associate Professor. Recruitment to other posts will be conducted through the Himachal Pradesh Public Service Commission and the State Selection Commission.
The government has argued that shifting recruitment for other posts to statutory recruitment bodies will make the process more transparent, merit-based and accountable. It is also expected to reduce the scope for arbitrary appointments at the university level.
Chief Minister Thakur Sukhvinder Singh Sukhu, while participating in the discussion on the Bill, said the primary objective of the amendment was to bring greater transparency to recruitment for government posts in universities.
Sukhu also referred to recruitments carried out during the previous government and alleged that irregularities had occurred in the recruitment process. He said the amended system would leave less scope for such practices in the future.
Finance Secretary to Head University Finance Committees
The amendment also seeks to strengthen oversight of the financial affairs of universities. Under the new provision, the Finance Secretary of the Himachal Pradesh Government will chair the Finance Committee of the university.
The government has described the move as an important step towards ensuring greater accountability in the use of public funds. The Finance Secretary’s role is expected to strengthen oversight of university budgets, expenditure and other financial decisions.
The government has maintained that greater transparency is required not only in recruitment but also in the utilisation of government grants and other financial resources provided to universities.
Recruitment and University Autonomy
The changes are likely to trigger a wider debate over the balance between university autonomy and government oversight.
While the government has presented the legislation as a measure to improve transparency, prevent irregularities and strengthen financial discipline, the BJP opposed the Bill and raised questions over its provisions and the government’s intentions.
With the Bill now passed by the Assembly, the recruitment structure for state universities will broadly operate on two levels. Universities will continue to make appointments to Professor and Associate Professor posts themselves, while recruitment to other posts will be routed through the state’s designated recruitment commissions.
The amendment represents a significant change in the existing administrative framework of Himachal Pradesh’s state universities. Its impact will ultimately depend on how efficiently the commission-based recruitment system functions and whether it succeeds in improving transparency without causing delays in filling university vacancies.
