Haryana to end manual ACR system by 2027, employees to be assessed through digital performance monitoring

Chandigarh, May 22, 2026: In a significant administrative overhaul aimed at bringing greater accountability and transparency into government functioning, the Government of Haryana has decided to completely phase out the traditional manual Annual Confidential Report (ACR) system from April 2027 and replace it with a fully digital, performance-based evaluation mechanism for its employees and officers.
The move marks one of the biggest changes in Haryana’s bureaucratic assessment structure in recent years. Under the new framework, the state government will introduce a Digital Performance Monitoring System that will be integrated with the HRMS portal, allowing real-time tracking of employees’ work, achievements, efficiency, and overall performance.
Directions regarding the new system have been issued by Haryana Chief Secretary Anurag Rastogi to all Administrative Secretaries, Heads of Departments, Boards, Corporations, Universities, and district administrations across the state.
Officials said the existing ACR mechanism will gradually transition into a fully online system with department-specific formats designed to make employee evaluations more measurable, objective, and result-oriented. The government has also sought reports from departments where the maximum number of ACRs remain pending, indicating a push towards faster clearances and improved accountability within the administrative structure.
As part of the reform, all employee assessments after April 2027 will be carried out exclusively through a digital platform likely to be developed by NIC or another designated technical agency. The new mechanism is expected to directly link an employee’s work output and achievements with their evaluation records.
In another notable step, the Haryana Government plans to introduce a special “Honour Board” on the Chief Secretary’s official website where performance-based rankings of employees will be displayed at the state, district, and block levels. The rankings are expected to include both high-performing and underperforming employees based on fixed parameters, a move aimed at encouraging efficiency, competitiveness, and a stronger work culture within government departments.
Officials believe the digital ACR framework will help improve administrative efficiency, reduce delays in evaluations, and strengthen transparency across Haryana’s government machinery.
