Breaking:Chandigarh becomes fully literate Union Territory

Chandigarh, December 31, 2025: Chandigarh has achieved a historic milestone by attaining the status of a Fully Literate Union Territory under the ULLAS – Nav Bharat Saksharta Karyakram. This accomplishment marks a significant step towards realizing the vision of universal literacy and lifelong learning as outlined in the National Education Policy (NEP) 2020.
The achievement is the result of coordinated efforts by the Chandigarh Administration, educational institutions, community organizations, and dedicated volunteers who ensured that no learner was left behind. The Ministry of Education, Government of India, provided sustained guidance and strategic support, which proved instrumental in driving the literacy mission to success.
The literacy initiative was executed in a phased manner. Learners were identified through door-to-door surveys, and special classes were organized for adults, including elderly citizens and working professionals, in schools, parks, and at home.
Samajik Chetna Kendras (Social Awareness Centres) were set up in all 111 government schools, and 150 nodal in-charges, along with 18 State Resource Groups (SRGs), worked tirelessly to achieve the goal. In September 2025, around 15,000 learners successfully qualified in the nationwide Foundational Literacy and Numeracy Assessment Test (FLNAT) under ULLAS, enabling Chandigarh to achieve full literacy.
Gulab Chand Kataria, Hon’ble Governor of Punjab and Administrator, UT Chandigarh, expressed pride in the achievement:

This is a testament to the power of collective effort, community participation, and the Administration’s commitment to building an enlightened and empowered society. Literacy is the foundation of social and economic progress, and this milestone strengthens our resolve to contribute to the national vision of ‘Shikshit Bharat – Sashakt Bharat’."
H. Rajesh Prasad, Chief Secretary, UT Chandigarh, also lauded the efforts:
"This milestone has been achieved through meticulous planning, inter-departmental coordination, and the dedication of educators and volunteers at the grassroots level. The ULLAS programme has not only enhanced literacy levels but also fostered a culture of lifelong learning. Chandigarh’s success will serve as a model for other regions."
With this milestone, Chandigarh stands as a beacon of knowledge and inclusion, reaffirming its commitment to the mission of ‘Shikshit Bharat – Sashakt Bharat’.
