Punjab Adm goes digital in 2025: Govt reaches citizens’ doorsteps: Aman Arora

Chandigarh, December 31, 2025: Punjab witnessed a major digital governance transformation in 2025, as citizen-centric services reached people’s doorsteps, making long queues and bureaucratic delays in government offices a thing of the past, said Punjab Good Governance and Information Technology Minister Aman Arora on Tuesday.
Highlighting the impact of digital reforms, the Minister said that over 12.46 lakh applications have been processed online after Patwaris were onboarded on the E-Seva portal, while more than 1.85 lakh citizens were served at their doorsteps under the flagship initiative “Bhagwant Mann Sarkar, Tuhade Dwaar.” He termed the shift as a move from a culture of “sifarish and delay” to one of digital dignity, transparency and efficiency.
Aman Arora said that in a first-of-its-kind initiative in the country, Punjab empowered Sarpanchs, Nambardars and Municipal Councillors to verify applications online for various certificates. This reform eliminated repeated visits to government offices and significantly reduced red tape, restoring the dignity of citizens. “The Chief Minister S. Bhagwant Singh Mann-led government has reversed the system—now the government reaches the people,” he said.
Calling it a game changer for rural governance, the Minister said that onboarding all Patwaris on the centralized Sewa portal ensured faster processing, improved transparency and reduced discretionary practices, benefitting farmers and residents across the state.
Under the ‘Bhagwant Mann Sarkar, Tuhade Dwaar’ scheme, citizens can avail 437 government services by simply dialing helpline number 1076, ranging from pensions to certificates. The delivery of over 1.85 lakh services under the scheme reflects growing public trust in the digital system.
To eliminate bureaucratic delays, Punjab has introduced QR-coded, digitally signed certificates, which are sent directly to applicants’ mobile phones and can be printed anytime, ensuring security and convenience.
The Department of Good Governance and Information Technology (DGGIT) also implemented a real-time service monitoring dashboard, which helped reduce service pendency to just 0.33 percent within a year. This innovation earned Punjab the first prize at the Technology Sabha Conference in Rajasthan.
Aman Arora further said that physical forms have been eliminated for 13 major services, including Income, Residence and Caste certificates, making service delivery completely digital.
Additionally, the ‘Aap De Sarkar, Aap De Dwaar’ initiative strengthened grassroots governance through 11,151 camps held across the state, resolving 52,380 grievances and delivering over 5.10 lakh services in villages and towns.
“This is only the foundation. Our goal is a 100 percent seamless, paperless and contactless governance system. Citizen time, trust and satisfaction remain our top priority,” Aman Arora said, adding that 2025 will be remembered as the turning point in Punjab’s administrative history, when governance truly came to the citizens’ doorstep.
