Rupnagar, March 25, 2025:
The project 'Internal Police Reforms,' undertaken by the Indian Police Foundation (IPF) in four states of the country — Tamil Nadu, Telangana, Rajasthan, and Punjab — was formally launched with the signing of a Memorandum of Understanding (MoU) between the IPF and the Punjab Police. The signing took place at Punjab Police Headquarters on Tuesday in the presence of DGP Punjab Mr. Gaurav Yadav, IPS, Dr. Ish Kumar, IPS (Retd.), Vice-President IPF and Project Director, Mr. A.S. Rai, IPS, ADGP/Traffic and Road Safety-cum-State Nodal Officer, and Mr. G.S. Sandhu, IPS (Retd.), State Supervisor of the IPF project.
While addressing a press conference at the Police Lines auditorium, ADGP/Traffic and Road Safety-cum-State Nodal Officer Mr. A.S. Rai said that the MoU will pave the way for mutual cooperation between the Punjab Police and the Indian Police Foundation. The objective is to bring about citizen-centric changes in the day-to-day working of the police at the grassroots level by identifying challenges faced by citizens during their interactions with the police and implementing remedial measures to make civil policing more facilitative and citizen-friendly.
Mr. Rai stated that initially, the IPF will focus on 30 police stations across four districts: SAS Nagar, Rupnagar, Fatehgarh Sahib, and Khanna. Nine police stations in Rupnagar district will be part of the project, including PS City Rupnagar, Sadar Rupnagar, Singh Bhyagwantpur, City Morinda, Sadar Morinda, Chamkaur Sahib, Anandpur Sahib, Nurpur Bedi, and Nangal. The operational scope of the project will be expanded to other districts in phases.
ADGP Rai further mentioned that as part of this initiative, the IPF team of researchers will conduct public consultation meetings across police stations in Rupnagar district. These consultations will involve all stakeholders, including complainants, victims, witnesses, convicts, under-trials, police officials, traffic violators, and others, from March 25, 2025, to April 2, 2025.
On this occasion, Dr. Ish Kumar, IPS (Retd.), stated that the IPF team will engage with various stakeholders, identify key pain points, prepare a change manual, and provide training to police station staff based on the manual. The effectiveness of the revised working style will be assessed based on its impact on citizens. The team will then present a set of well-founded recommendations for incorporation into the police's daily operations through standing or circular orders, Standard Operating Procedures (SOPs), and other measures as required.
He further assured that the Punjab Police will provide all necessary support, including manpower, logistics, data access, liaison, and coordination, to ensure the success of the project. The goal is to achieve sustainable reforms backed by methodical research.
Dr. Ish Kumar, IPS (Retd.), the Project Director, expressed confidence that the project’s research-based outcomes will greatly benefit the people of Punjab and enhance the public image of the Punjab Police.
Following the MoU signing, the IPF team, led by Dr. Ish Kumar and ADGP A.S. Rai, held a meeting with district Rupnagar officers, including SHOs. The meeting was attended by SSP Rupnagar G.S. Khurana, IPS, and other senior police officers.
