Chandigarh Teachers’ Joint Action Committee appeals to PM Modi, Home Minister to end deputation quota, address overstay issue

Chandigarh, March 18, 2025 – The Joint Action Committee of Teachers in Chandigarh has written to Prime Minister Narendra Modi and Home Minister Amit Shah, demanding an end to the deputation quota in the Education Department and the immediate return of teachers who have overstayed their deputation for more than seven years to their original cadre.
In a meeting chaired by Union President Savinder Singh, the committee highlighted that the maximum deputation period under Central Government Civil Services Rules is seven years, and it should be strictly enforced.Teachers who have exceeded this period must be sent back to their parent states without further extensions.
Currently, around 800 teachers and principals are serving on deputation in Chandigarh, which the union claims is limiting promotion opportunities for local teachers and reducing job prospects for unemployed youth.
The committee also pointed to a 1987 Home Department letter, which emphasized that local teachers should be given priority in promotions and permanent appointments over deputed teachers.
The union argues that teachers on deputation hold dual posts—one in Chandigarh and one in their home state—creating an unfair advantage and obstructing opportunities for local teachers.
Main Demands of the Union:
- Complete abolition of the deputation quota (20% and 25%) in the Chandigarh Education Department.
- Immediate return of overstay teachers to their parent states without extensions.
- Priority for local teachers in promotions and permanent appointments.
- Prevention of dual appointments for deputed teachers.
- Strict adherence to Central Civil Services Rules regarding deputation.
- Disciplinary action against those violating deputation rules.
The union has called on Chandigarh’s political leaders to intervene in the issue and support the rights of local teachers.They have warned that if their demands are not addressed soon, they will resort to agitation and take action against those overstaying on deputation.
Senior leaders at the meeting included Savinder Singh (President), Bhag Singh Keron, Khushali Ram Sharma, Ranbir Singh Rana, Shamsher Singh, Shiv Murti, and Gurpreet Kaur.
