DC addressing during meeting
Jalandhar, December 08, 2016: Deputy Commissioner cum District Election Officer Mr. K.K.Yadav has asked the District Presidents of political parties to remove all the advertisements of their political parties from public places within 3 days.
Today presiding over a meeting of political parties and owners of printing houses, Mr. Yadav said that as per the Punjab Public Property defacement act, nobody would be allowed to deface the public property for any purpose. He asked the representatives of all parties to avoid any kind of use of public places such as Government buildings, electricity polls, bridges etc for hoardings, banners containing political material.
Describing the guidelines of Election Commission of India for printers, Mr. Yadav said that under section 127-A of the Representation of the People Act 1951 which imposes restrictions on the printing and publishing of election pamphlets and posters, every election pamphlet, hand-bill, placard or poster, which is printed or Multi graphed by any process (except copying by hand), must bear on the front the name and address of the printer and the name and address of the publishers. The Printers would have to submit the information in Performa by mentioning mane and address of the printer and publisher, date of printing order, brief particulars of election poster, pamphlets, number of copies of the printed document , date of printing and printing charges.
He also said that the printer of any such document must obtain from the intending publisher a declaration (in duplicate) regarding his identity signed by him and attested by two persons to whom he is personally known.
As soon as the document is printed the printer must send one copy of the declaration and one copy of the document to the Chief Electoral Officer, if the document is printed at the capital of the State, and to the District Magistrate of the district in which it is printed in any other case.
Cautioning the owners of printing presses, District Election Officer said that contravention of any other provisions of the section is publishable with imprisonment up to six months or fine up to two thousand rupees or both.
Mr. Yadav also said that the district administration has formed teams to check unauthorised printing presses across the district to avoid any kind of illegal printing of election material.
